About the Founder, Eunice Hartman

Hartman & Associates, Inc., was founded by Eunice Hartman, RN, MSN, PMHCNS, NAA, as a Boston based firm in 1996.  It is a Subchapter S corporation and is certified as a diveristy-owned business, providing professional healthcare management consulting services.

Ms. Hartman received her Masters in Nursing from Boston University. She obtained a national certifications as a Psychiatric Mental Health Clinical Nurse Specialist (PMHCNS) in Community Health, and in Nursing Administration, Advanced (CAA). Ms. Hartman is published in many subject areas and is a frequent presenter at health care conferences and forums.

Ms. Hartman has a unique set of cross-disability competencies, focused on the provision of community-based services and supports for persons with mental illness, addictions, developmental and physical disabilities.  Throughout her career, Ms. Hartman has demonstrated a commitment to improving the integration and delivery of health care. She has experience in the delivery of direct services as a clinician, executive manager, trainer, and in the provision of psychiatric consultation-liaison and systems consultation.

Prior Experience

Executive member of the management team of Mental Health Management of America (MHMA), the first statewide, risk-based, managed behavioral health carve-out for Medicaid in the country. Responsible for access, quality and utilization of $200 million of services provided to half a million clients. $46 million in savings were realized in the first year, while independent evaluations documented improvement in access and quality of services.

Vice President for Assured Health Systems, a national integrated employee assistance and managed care company - Ms. Hartman oversaw account
management for national accounts including unions, corporations, and trade associations. P&L accountability for five regional service centers and a national provider network; Developed access, cost, and quality data that influenced national organizations to include alternative community-based services in benefit plan design.

Psychiatric Clinical Nurse Specialist—Clinical and Management Positions with responsibilities Including:
• Manager of a multi-disciplinary team providing diagnostic assessment, treatment, and discharge planning in an inpatient setting
• Department head responsible for coordination of neuropsychiatric evaluations and treatment, program development, supervision, and psychotherapy
• Manager for an adolescent-adult psychiatric and addiction units
• Manager of a dual psychiatric/substance abuse unit
• Psychotherapy expertise in eating disorders, adaptation to physical illness, mood disorders, and life transition issues

  • Psychiatric Consultation LiaisonTraining and consultation provided to medical staff of HMOs, group medical practices and hospitals focused on
